There is no legal implementation regulation for UBI 1. The affected group is defined in the Act (Section 8f).

The regulation is intended to protect production against IT faults. Often, the IT systems responsible for production issues are operated by the actual manufacturing party, i.e. the contractor. In line with the intention and purpose of Section 2 (14) No. 1 BSIG, the contracting company manufacturing the product is the manufacturer as per the regulations, and this party is therefore the category 1 UBI.
