Energy transition: intelligent measurement systems compulsory above 6,000 kWh

The German Federal Government is planning for the energy transition to stimulate energy efficiency, modernisation, innovation and digitisation in the power and heating sector. The mandatory rollout of the project that will see the country's metering technology switched over to intelligent measurement systems using certified Smart Meter Gateways began in early 2020.

The intelligent measurement system

The installation of intelligent metering systems is a major milestone in achieving the climate protection and energy transition objectives associated with the digital energy transition. Here we will explain what you need to know about intelligent measurement systems and what the BSI's role is in all this. In this era of climate change, Germany wants to make the switch to a sustainable energy supply. If the energy transition is to be successful in the power sector, a modern and secure digital infrastructure must be built.

The Act on the Digitisation of the Energy Transition (GDEW) came into force in September 2016, with the Metering Point Operation Act (MsbG) as the key law governing the operation of metering points. The MsbG lays down the legal requirements for measuring and for operating metering points.

In particular, this Act deals with requirements relating to data protection and data security, as well as the installation, operation and maintenance of intelligent measurement systems. The Act also sets out the legally binding rollout schedule for installing the intelligent measurement systems, i.e. which customer (final consumer) must have an intelligent measurement system installed by when.

Security for the digitised energy transition

The Act is accelerating the digitisation of the energy transition, while also demanding statutory compliance with the highest security standards. This is to ensure that systems are protected effectively from cyber attacks and that personal data is kept safe at the same time.
