The BSI TR-03139 contains the Certificate Policy of the EU Member States for the Extended Access Control Public Key Infrastructure (EAC-PKI) based on BSI TR-03110. The Certificate Policy describes requirements and rules to achieve trust and interoperability within the EAC-PKI. The scope of the Certificate Policy is limited to the issuance of certificates to other Member States of the EU.
