Critical Services

Because of their special importance for the functioning of society, critical services within the Energy sector of Section 10 (1) Sent. 1 of the BSI-Act are:

• Electrical power supply

  • Power generation
  • Power transmission
  • Power distribution

• Gas supply

  • Gas production
  • Gas transport
  • Gas distribution

• Fuel and heating oil supply

  • Crude oil production and product manufacture
  • Oil transport
  • Fuel and heating oil distribution

• District heating supply

  • Generation of district heating
  • Distribution of district heating

Facilities-Categories and Thresholds

Whether a facility is to be identified as a Critical Infrastructure is dependent on thresholds derived on the basis of criticality of supply, as tabulated in Part 3 of Appendix 1 of the BSI Kritis Regulation for the Energy sector.

Operators are to perform this threshold-based identification for their respective facilities until March 31 each year, based on data for the preceding year. Exceeding the threshold then entails identification of the corresponding facility as a Critical Infrastructure, which needs to be immediately registered with our KRITIS-Büro.
